PROFILE FOR CLLR PILANE AUBREY CASTRO RAMARUTSI
He started his political career at an early age as a member of the harmony young pioneers of the ANC when he was doing his primary education; it was a cultural group which was a preparatory school for politics. He became a main character in the drama called “we are the children hope for tomorrow”. At secondary school he was elected as the president of the student representative council (SRC) at S.G. Mafaesa Secondary School for a period of three years. He joined the mighty talented youth club at school which it was a continuation of the harmony young pioneers. He was also a member of the junior town council of Krugersdorp.
He was elected as the deputy secretary of the Congress of South African Students (COSAS) Gauteng Province. He was part of the plenary and execution of the anti-examination fee campaign which was highly successful. He was a member of the S.G. Mafaesa Secondary School Parents Teachers Students Association (PTSA) which is currently the school governing body, representing the students. He became a community liaison officer of municipal projects in Mogale City. In the same project he was part of the emerging contractor programme.
He was a member of the area board of the West Rand Community Policing Forum (C.P.F) responsible for youth against crime. He became the regional secretary of the South African Youth Council - West Rand Region. He is currently the Provincial Secretary and the Head of Administration of the South African Youth Council (SAYC) and a member of the National Executive Committee of the SAYC.
After the 2000 Local Government Election he was deployed by the African National Congress (ANC) Proportional Representative Councillor in Mogale City Local Municipality until 2006. He served on the section 80 Sports, Recreation, Art and Culture and Social Development and Libraries. He was appointed by the Executive Mayor to be the chairperson of a special committee on youth development, which advised him on matters relating to youth development.
He developed the concept of Ward Based Youth Forum and championed a model of Mogale City Local Youth Forum (MCLYF). He also represented Mogale City Local Municipality on a study tour to Belgium organised by the National Youth Commission (NYC). He was part of the advisory body of NYC on youth and Local Government.
During 2006 he was elected to the West Rand District Municipality as a directly elected P.R. Councillor . He served on the section 80 Public Safety and Human Resource committees. In 2007 he was appointed by Council to the position of Chairperson of the Oversight Committee to look at the Annual Report of the West Rand District Municipality 2005/06 and the report of the Auditor General. In 2008 he was appointed as the Chairperson of the Municipal Public Accounts Committee (MPAC) which is a section 79 committee of Council responsible for oversight over executive and administration including municipal entities.
He has completed several courses with institutions of higher learning (University of Stellenbosch and -Potchestroom.He is currently studying Public Management with Regenesys School of Public Management and studying Executive Leadership at the University of Pretoria.
